Can you review a person on yelp?

Ok, I assume majority of us know about this review site "Yelp", and most people probably submit their review on particular stores, or restaurants, locations, etc..... I was just curious whether we can review a particular person? I had this bad experience with this guy who cheated me some thousands of dollars, and I really want to warn other person, if they have chance to get know him, they should take extra alarm on their head, not to get into his trap. Would Yelp allow me to do so?

Yes, I was looking for a midwide on Yelp and my midwife is a private business and she doesn't affiliate with others, I could find her on Yelp and I saw reviews of her.
