Settlement Fund at the Port of Entry in Canada

As just received my PR, and my problem is I can only carry 7,000 US$ when I arrive in Canada. Is it fine to bring a Bank certificate that states my available funds that is ready anytime if I need it? Or do I really have to bring 23,000 Canadian dollar with me in cash?
Please share your experience to enlighten me on this matter. Thank you.

Bring in travelers check , I would not recommend traveling with that amount of cash . congrats
