animal deaths

Past few weeks were very harsh on kaziranga national park in India. Problem was the uncontrolled flood that crippled the kaziranga's wildlife. About 573 animals died. Majority consisted Hog Deer with death no. 486. This was a natures fury that broke down on over them and blow them out in its one flow. My question is that what should be the measures taken to cope up with these kind of incidents.

It's so sad that those defenseless animals die without being transferred to a new location....
