Unusual Traffic

It was Monday morning. My husband and I left home at the usual time. While we were on the way to the office, we encountered an unusual traffic. It was really a long line that even blocked another crossroad. We thought maybe there was an accident ahead, or maybe a flood? because it rained the night before... we cannot say it's because of opening of classes because classes already started last month. We waited in line for about 20 minutes. We were becoming impatient because we are already late for work. We found out there was a road construction, with not even a single man working. Oh how "pissful" it is to see government conducting a project that will make the people disturbed and they are not even conscious enough to expedite the work so they would finish early and end up the traffic problem. It's already been 2 weeks but the situation is still the same. It's just too stressful to think that it's happening...

Seeing that you are form Philippines as well, I am no longer surprised. This thing is almost common here and complaining about it just makes your life more difficult. At first I wondered how such things could continue to exist in this developing world, and then after too much thought, I only concluded that Philippines is in no where near developing at all. With government and people of such traits, nothing good is expected to come. The sad thing is, this just goes on and on and on, and no matter the education we think people get. Perhaps, there is just no school capable of building true humanitarian citizens.

Well, what you wrote, does not surprise me at all. You must know that in my country, Italy, things are not any better. Even here there are job sites open for years, and although the time is ticking, Them are stop ever at the same point!
This impatient all of us. They create traffic, and is spent huge amounts of money without ever reaching a final settlement.
Fault of the governments?
Well I do not know exactly responding at this question.

This is just hunch, could be that contractors are deliberately dragging on the completion of the project in order to make sure that they will still get paid for the days to come. That or they haven't gotten their money yet for progress billing so they put a halt on the works.
Well, what else is new with the government?
