Sometimes they react as we walk dinosaur.

Hello pals, I have been wondering where to post this discussion because it's connected with our walks with the puppy. Then I thought that putting the discussion in Dogs will not actually answer my question. It is more about people and how they react on our small 30cm tall dog. It is pinscher, it had to grow smaller, but probably his breed is not clear. Anyway it has taller legs, but his weight is below 5 kilograms, so I don't think someone can have fear of it.
We are having a small grass garden near the building, where we live. And there are a lot of owners of small dogs, such like ours. So we always remove the leash while we go outside. The grass garden is very close to us - in front of the street. Putting a leash has no sense if we are going to remove it 5 minutes after we left home.
Our puppy is not having aggressive character. He is a 7 months old baby and he is curious about everything. He never was a victim of bad act against him from a person, so he is very positive about people he knows or doesn't know. Now the other dogs outside of home are very interesting for him. Doesn't matter if the dog is 10 times his size or smaller than him, he is running to different dogs and wants to smell them. In his childish way he start running in a circle to express joy of his meeting with another dog and I think it scares the other dogs, so they start running after him showing their teeth. I guess it's their way of play.
And now we reach the people ... Some people react very strange. As I said he is very small and very positive. Sometimes because of curiosity he goes in the legs of unknown people and wants to smell them, or when he see them walking with a bag in their hangs, he follow the bag few steps. It's all good, I am sure he would never bite anyone, he would never show aggression to a kid. When we started walking him and the kids were walking, he was so much curious to go in their feet and smell them.
The kids are reacting positive too. Like "ooh, look mom, what a cute small puppy", and the mom pulling the arm of the kid was trying to take him away of the dog.
Also we had the moment when one woman and her grown up daughter stopped on the street, because our pup was on it's leash but was very curious about them too. We just started to walk him and it always was with a leash. And the woman stopped like she is seeing dinosaur and was afraid she will be eaten of it. My boyfriend told her with a big smile "don't worry, it doesn't eat people" and she reacted "how would I know, he might eat me"... Even if the dog was around 3-4 meters away of her.
So I don't really understand what is the reason of this acting. Thank God most of the people are very positive when they see any dog, bigger or smaller dog, I can clearly see what is their attitude for animals, pets, everything which breath. And I also think that if they are able to be positive with pets, they would be even more nice with people.
But what about those who react like they are seeing Godzilla? How would you explain such attitude. I am sure it's not that they are afraid of the dog. It doesn't bark or make noises of aggression to scare anyone. Also it is a home pet, has all the shots and he is taking pills for inside bugs and outside bugs every month. So we remove fear of sicknesses and fear of biting.
What else could make these people react the way they do?
