I got free indian mobile recharge link but should I consider it valid?

Couple of weeks ago I got a link from facebook page which was claiming they recharge of 100 INR without paying anything. it was just like on facebook page ad. should I consider it valid? I tried and got recharge once but it was of 22 INR instead of 100. do you think its valid? http://javadotnet.in/freerecharge/ [no referral link]
if yes I wonder how they can efford such offers?

I not trust on any link I want to recharge only from shop. Some time they trap our phone no. also so not like to recharge from any sites.
