On Unionbank EON account

Hiya guys from the Phils! I have a Unionbank Eon account that has been dormant for a year I guess. I can no longer access my online account, it says I need to visit my bank branch. I know there is an annual fee and that I don't have account balance left to cover it. It may be the reason, but why is it that when I check balance on ATM, my account is still active? Has anyone been through this? Anyways, I haven't been to the bank yet, might as well do it.:)
