Who Are You Going For As Our Next Chief Justice?.."Insider" Or an "Outsider"??

The dilemma over this so-called "Insider", "Outsider" thing has now become a crucial point in choosing the next Chief Justice of the Supreme Court of the Republic. It was in fact one of the prominent questions being asked by the JBC Panel to its interviewees- the 20 nominees, all vying for the highest position in the Judiciary. To define the two, an "insider" is one who is presently occupying a Government position or someone who has served in the government especially those who are at present, including those appointed by erstwhile President GMA, and those from the incumbent President as well, be it in Executive, Legislative or in the Judiciary. An example of it is Sec. Leila De Lima of the DOJ and Associate Justice Arturo Brion. Whereas an "Outsider" is one who has not served any government positions especially those who had not served the Supreme Court, Sandiganbayan, Court of Appeals or in the Court of Tax Appeals. An example of it is former UP College of Law Dean Raul Pangalangan. With such kind of a definition, however, still, some of the nominees(If you watched the JBC interviews) had its own meaning of the two, but as far as those articulations and postulations are concerned, do ya think it really matter if they assert themselves whether they're an "insider" or otherwise? Who cares? After all, it's not a critical criteria or some sort we should look at on choosing the RIGHT Chief Justice, we should not make a fuss out of it anymore. Now that the JBC panel Public Interview is over, and for those who bothered to watch it, Do you now have in your mind your personal choices?. Personally, I have two "insiders" in Arturo Brion and Ma.Lourdes Sereno, who are both Justices of the SC. "Outsiders" who made it to my mock list are: UP College of Law Dean Raul Pangalangan, DLSU Founding Dean Jose Manuel Diokno and former Ateneo Law Dean Cesar Villanueva, for I saw in them the potentials of an ideal Chief Justice. And if I were too fortunate to be priviledged to pick one among them as the next CJ, I think it would be Associate Justice Ma.Lourdes Sereno. I think she has almost all of the needed qualities of a Chief Justice. Although my basis for that is only from my personal perception/impression from what I saw in her interview but I sturdily believe she's got all what it takes to be our next Chief Justice. From all the other candidates, I think She's got the best plan of actions in reforming our Justice system and heartily knows the best-possible solutions to the problems that our Supreme Court and the Judiciary in general has been facing for so many decades. Morality,Integrity,Probity and Independence, Justice Sereno I believe, is one perfect epitome to have possessed such values. On Monday, July 30, The JBC will be due to finalize their shorlist which should then be sent to the President, for which he has 90 days to choose one among those shortlisted by the JBC. And with the guidance of our almighty God, may he choose and appoint the one who RIGHTFULLY deserves the position. Have a nice day ahead, fellas!

I really don't mind the idea of being "inside" or "outside", as long as the next chief justice of the country can perform his/her duties and responsibilities with clear conscience, being clear away from corruption and do the task for the benefits of the people. Being humble, honest in mind and heart that should be the next chief justice of the country top qualities and behavior. :)

I agree with pals. It is the person who counts and what he or she can offer on the table. Even some insider are not quality CJ material, in my opinion. Of course, all fo them said good things because it was an interview and it was broadcasted to the public. We can only assume what they are really gonna do when they are chosen and sworn into office.

Yeah, that is what we need today, lets pray that the next chief justice of the country will have the guidance of the Lord to have a clear conscience and wisdom to decide/chose the right decision. :)

I really would like that an outside would be given the chance to be in that position. I think this would give them a fresh start since it would break the tradition and would give this branch of the government a fresh new look rather than what it is perceive today as a closed group of justices that try to protect each other to rule the judiciary in our country.

I agree with that. In order for us to have that democracy, those who are in power should not close their minds for others not close to the administration. Thus, our people will have a whole new outlook in our Judiciary.

The problem with choosing an outsider is that they will use their first up to second year in service just to learn the process. But choosing an insider is not a guarantee that he would really serve the people with integrity. Since he are already familiar with the job, there are tendencies that he can manipulate it and would continue the culture they built inside.
