Does Bolivia trying to get even with the US?

Jacop Ostreicher, an United States citizen from Brooklynn, New York, has been sitting in a jail cell in Santa Cruz, Bolivia for over a year. Ostreicher was arrested and faces money-laundering charges but has yet to have a trial. His lawyer claims that Bolivia is prolonging the Ostreicher case in order to settle a vendetta the country has with the United States. The vendetta, Ostriecher's lawer explains, derives from the fact that the top-ranked drug official from Bolivia, was caught smuggling cocaine into the United States. Ostreicher says he is an innocent. I am wondering how long is too long?? How long should a country be able to detain a United States citizen before granting him/her a trial? Do you really think the Bolivian government would use an innocent man to get back at the United States? If so, why would he not be facing more seriouse charges? If they really wanted to scam him and throw it in the United States' face, couldn't they have planted cocaine on him, or at least say they found it on him?? I am not siding with this issue. I am not familiar with Bolivia, or this American man. I just know what I read in the paper. Of course, we may never really know the truth. I just wonder what some of you myLotters have heard about this issue. What do you think?
