Communal, a new use of this word, what does it mean and who uses it?

In another discussion someone mentioned the word 'communal' in a context in which its normal usage would be non-cogent. When I enquired about this they explained thus.
To them anything that does not agree with their religion or makes their religion or people from their religion seem lacking in some way.
Are you familiar with people using the word in this novel way? Who are those that use it and can you elucidate further on this meaning?

I tried to look at the dictionary and meaning goes like this: relating to a community,shared by the people in the community, this is same with sociology,relating to commune or religion..

That's the normal meaning right enough but some use it in another derogatory manner
