there is one free top level domain but the requirement is that you must have atleast 25 visitors per month. You search for .tk domain. Its a country level domain and its free.

As of now, I don't think it is implemented yet. They would still need you to pay for one. If I am wrong, let me know. I will get a .free for myself when that happens.
