Obama turns to Private Equity to gain politically?

It seems that President Obama needs to win in PA so call on Private equity (those bad people who take over companies and rob them blind) to save big oil and keep jobs in a swing state and keep gas prices down in the Northeast (strong Democratic area). The EPA said it is OK for the Private Equity Firm to emit more pollution in PA if it shows less pollution at another refinery (exchanging pollution credits). This happens at the same time that the EPA is enforcing regulations that stop the Keystone pipeline, refuse to grant permits for drilling in the Gulf. These areas are Republican areas is the EPA playing Politics?
