Hi, I don't know sea water heals cough or not but I know that going on sea beach is good for our health. The fresh air on the beach is good for our health. so I think it is not a superstition. So go to beach and enjoy the fun together. Your brother's cough will be cured soon.

I think that it is somewhat true since the air we breathe on sea contains salt water vapor which is good for nasal decongestion. If you know some nasal decongestant sprays available they are primarily made from salinated distilled water which is similar to salt water with the exception that they used distilled water. I also noticed that when you plunged yourself and some of the seawater is in your nose it gets cleaned.

But of course staying too much on the sea could also make you sick in the long run. I know some skin disease you can catch over there as well especially on some beaches where the cleanliness is not observed. So take the necessary precautions as well when in the beach.
