I think PTS is very much a numbers game. Most people are going to do just like you say: signup, get paid, and stop working. OK, correction: most people aren't going to join at all but try to claim the signup anyway so you'll have to deny them (at least that doesn't cost you). However, one active member who sticks with the site can make up for a lot of ones who don't. The math won't necessarily work out in your favor even if you buy loads of signups, but sometimes it does so I haven't given up on PTS yet. As for free guaranteed signups, are you thinking of GetRef or sites similar to it? I've used those types of sites before too (especially GetRef), unless you are a very eager site joiner it's tough to get credits to spend on getting your own signups. Plenty of scammers on those sites too.
