why should some boss do not attach importance to human resource staff?

Hi, I can't tell that why some bosses do not give importance to human resource staff but I know that boss think that he is always right. He can do what he wants and we should obey him. We should be his most obedient servants. We should always say YES BOSS.

I have no idea about marketing thought to management and proposal of human resource but therefore I won't really surprise that there are boss who are too self centered and valuing much of their ego. Sometimes they are not open minded to the ideas of others it makes them feel less as a person when the other one has great enough idea. Sometimes you will realize how incompetent they are by the way they act like know it all pretending that they are smart but then obviously they are too dumb of something. Too much pride can lead to shame. As what happened to the Senator of our country who is in shame now due to the issue of plagiarism.
