How to prevent internet bandwidth hogging / myLot

I have a housemate who causing the wifi connection super duper slow until cannot surf web also whenever he is using the wifi connection. Is there any software can ensure the bandwidth of the wifi connection equally shared by all clients ?

I think the remedy to not share your wifi connection is to set a password with your router to prevent anyone in your area access your connection. If you can't do that there is no sofware blocking the signal goes into other computer... Wifi is automatically share once there is no security on it. Better ask the technician who install your wifi to set a password on it...
