Does Pakistan Have Links With Talibans And Al Qaeda?

I was shocked to read that a Pakistan Minister of the Railways Ghulan Ahmad Bilour, had invited the Taliban and Al Qaeda to carry out an assassination on the man who made the anti Islam movie.
I don't believe that Pakistan has links with terrorists especially the one that is responsible for the fatal 9/11 attack on America but I have my doubts since this public invitation by this Pakistan Railway Minister.
I know for a fact, America has been very supportive of Pakistan and I hate to think that Pakistan is an unworthy ally going round people's back to play host to the enemy.
Also, I believe he is another one of those Muslims that has brought shame to Islam when he set a death bounty on the anti-Islam movie maker who quotes himself as a Muslim first and a government representative later.
How could the rest of the world believe that Pakistan does not have links with the Taliban and Al Qaeda? How could the world believe that Muslims are non violent when there are such individuals around? Is there any honor and integrity?
I just do not think so and believe.
