Was his boss jealous of him?

He applied for a job in New Zealand and was accepted. He resigned from his job and so his wife. They have sold all their properties. They are all set to go but he didn't expect that his boss won't allow him to go. His boss didn't signed the promisory note and so he and his family was not allowed to leave the country.
I've heard this story this morning and I just can't believe. The same situation also happened to my friend back in 2009 but his boss later on decided to sign the promisory note and so was able to leave the country to further his studies.
But this guy's boss I've mentioned earlier did not changed his mind. Imagine this guy's disappointment upon knowing that. He almost lost his mind. I actually see him almost everyday. He has Ph.D., graduated in Japan, but when I look at him, he seems to be a regular rank and file employee. Now I understand why he always has this sad look in his eyes. He lost this huge opportunity in his life. I feel for him. When I ask why he was not allowed to go when in fact, there are so many employees with the same case as him who was allowed to go. They just simply said that his boss is jealous of him.
If you're in the same situation, how would you deal with it? As I personally think it would be hard for to face this boss everyday after that.

Thanks riyauro. I think he did everything to convince him but the boss still did not allow him to go. Like you said, he almost gone crazy. I myself think that I might be in depression if this thing happened to me. I hope that more big opportunities will knock on his door in the future. He deserves it.

If I were in his shoe, maybe I'LL be so frustrated and devastated too. His boss possessed a crab mentality attitude, I guess. He lost a great opportunity just because his superior did not allow him to go. I am sick of thinking about it. His boss is not God to follow. He has his own free will unless he did something that violates the company, then that is an another story.

The guy probably did not take his boss into confidence while applying for the new job.
One is supposed to keep his employer and Boss informed if s/he is applying for a new job.
If one all of sudden tells his employer or Boss that s/he is quitting, then a stern boss may create hurdles in his reliving.
I do not think jealousy would be the prime reason for not signing the Promisory Note (am not sure what for and why it is required at your place).
