A contractual worker of the government without government services are called Job orders. They hired because for a special reason and then they should not hold any plantilla works but then the real score is that they are the one doing all the hard jobs and their work was rated on the casual and regular employees..they said if you want to succeed you must first start at the bottom but isn't that lying under oath. For Job orders are pay minimally without government benefits.. or any incentives. it is really a harsh word.....what you think my fellow Myloters?Isn't that okay?

I think you have no choice - even if it's a harsh world. This is the main reason why I think any government job should not be a secured one. Nobody should be "regular" so that everyone will have a fair chance of owning such a job. Further, it would help with the productivity because government employees are known to slack because they are sure that they won't be fired. I think if the government would want to really change itself, it should start by not receiving too many people of the same family in its wings. They shouldn't put posts with the same people so as there won't be corruption in the end. Further, their productivity should be checked before their contracts will be renewed every single year. I am tired of how slow a government office works because the people there think that they're more powerful than the clients they serve. Remember they're being paid by the taxpayer's money, they should stop with the chitchat and move their bottoms! I would surely vote for any politician that would be strong enough to make that decision and truly form a reform in our government. Have a great mylot experience ahead!

Here in the U.S. some people and a certain party want to put lots more things as being government run.. I think that would be a huge mistake!!

My latest job is at the City Government. We also have job orders for those who would like to work in the government but they don't have eligibility (Civil Service, or PRC equivalent). Most of the time, I can see that they are being taken advantaged of especially by those who have been there for decades. That is why I always encourage our JOs that, since they are practically doing the work of a regular government employee, they should take the Civil Service Examination so they can apply for a permanent position. Backer system also happens in other agencies, but they cannot do something about installing just anyone in a permanent post because all appointments are being checked by the Civil Service Commission. Most of he time, the JOs want to keep their jobs even though it's rate is low, they can't do a thing about it unless they get their eligibility. We have this clerk, he's a JO. He's been there for 7 years. Still, he's a JO. He cannot apply for a permanent post because he doesn't have an eligibility, unless of course he was appointed as a co-terminus. But then once the current administration steps down, his appointment also goes with it. It is what it is, work in the government for officer level up is no joke. Hence, the eligibility. Our clerk for 7 years has been taking the exam for 7 years he has lost count but he still can't make it.

I do agree with you in so far as the work is concerned. There are a lot of job orders out there who are working really hard yet are paid very low. I was windering why they are still in the job order status instead of being a regular employee. Well most vacant positions in the government are already filled up and if they are vacant, it usually requires a civil service eligibility. This is the reason why many job orders are still job orders since they usually do not have any eligibility to become a regular employee. I hope that somehow the government must make an assessment for those who are really doing there job and regularized those who are job order employees depending on their performance and not just basing on their eligibility. This should also go for those who are already regular and are not doing there jobs well, they should be placed in the job order list despite being civil service eligible.

Yes, I agree that they are being paid unfairly. But sometimes those who are in lower positions also has low salary but difficult job especially in terms of physical tasks. All they have to do is wait and have a chance to get promoted or be a regular employee. But due to high unemployment rate, accepting those kind of work status is being accepted. Have a nice day!

I could not relate the topic to the discussion at all because you are talking in genral here and the topic makes it your experience...but after reading the discussion I would say that the people doing job orders should get some benefits from government. I know they must be working so hard and getting nothing out of it. Thanks for sharing and have a wonderful day ahead.

hmmm, sounds fishy to me.. "contractual worker of the government" - "without government services" "pay minimally without government benefits.. or any incentives" yes it doesn't sound right to me at all!

I don't agree that to achieve something we must always start at the bottom. I saw some people who reached success and achieve their dreams in a short time. For an instance, a very good Engineer who passed the board exam with flying colors never start from being an ordinary Engineer- but, after the result (board exam) the person received offers from different big companies already. So,not everyone has the same fate. Some reached their goals instantly.

I am confused, why do you have to apply for that job if you think that you'll be underpaid? Didn't they tell you that you will only get this amount or you'll get this position? This is the reason why our HR don't hire overqualified applicants as she said that they will definitely feel this way later on.

Hi magz, I have heard of that before and know some who works as contractual in the government. But most of them, whenever there are vacancies, they are actually given priority over other applicants. As for the workloads that shouldn't be theirs, I think they can always say No if they really do not want to do that. As for my own experience, our office do hire contractuals to work under projects. In their contracts, you will read that they are being hired because no permanent employees can perform those responsibilities that would be given to them. But what is funny is that my work was still doubled when they arrived as I am the one taking all their calls and have to look for them if they aren't around. It is like I am serving them and they are my boss. They don't even bother to answer the phone even though I am in a meeting. My point here is if you let them do that to you, they will surely take advantage of you. I am a silent person and don't speak that much nor complaint over things so they always do that to me.

In a government which is to have a sense of responsibility to serve the people, not greedy ultra vires, abuse of power in gvernment to be careful, little carelessness will stir up trouble.
