I was once asked by my teacher to speak English . When I questioned him about this he told that it is the correct form of asking others to speak. However, I also seen some people who ask others to speak in English. So, what is the correct form of asking questions?

As far as correctness is concerned both forms are correct, you can say "Speak English" and "Speak in English". This is because here English is a language the world in does not have any significance. But in some other cases it would have significance, as in "Play well." and "Play in Well". Cheers! Ram

Speak in English, but it is only a part of conversation you can omit the "in".

Speak English seems to be slang.I think your teacher is giving you the "proper" term but ultimately you will learn English slang. You can speak English and you can choose how you want to speak it. Both terms are widely accepted. I don't believe that there is a correct form to asking questions other than to be respectful towards the person you are asking.

Yes, I believe your teacher is right, the proper and the right word is "speak English" if you want other to speak to you in the English language.
