scum in tank

My middle has had a beta fish for several months now. Now bad enough I have to feed the poor lil thing cause she forgets... but there's scum forming at the top of the water. When I see this happen I usually try to clean the tank or skim the film off. Anyone know what's causing this film? I do have hard water and of course Betas don't have pumps or filters.

I think that due to the food you given to fish .The only solve is use pump /filter so that scum didn't arrive.Another i think is the dust in the atmosphere & oilish part of the atmosphere which precipitated in the atmosphere

My first thought is that you are feed this fish to much. Change the water, clean the sand if there is any and cut back on the food. See if this helps. Remember to keep tank covered, Betas love to jump out of the tank, End of story.
