Paypal permanently limited for PHD-CLIX (ptc site)

Capture image of message received in phpclix.com - This image is captured from inbox of php-clix.com. We can surf ads after reading inbox if message is available.

I have joined https://refbackbank.com 09 Nov 11 and under this site I have joined http://www.phd-clix.com on same day and I am active. I was not active since three days. When I logged in today phd-clix, I found message that Unfortunately PayPal has permanently limited our new PayPal account only 1 week old! I like those ptc sites which are paying through paypal. Can somebody tell that balance of this site can be used for other purpose like advertisement.
