"Study Now, Pay Later" Scandal

The Commission on Higher Education now asks the help of the National Bureau of Investigation to look for the students who were beneficiaries of the "Study Now, Pay Later" program of the government amounting to P98M for the calendar year 2011. These delinquent student-borrowers will now be banned from getting their NBI clearance unless they settle their obligations. i'm happy that this program is still working because there are really intelligent students who are sent to school with the help from the government. i just wish that as a sign of gratitude, the people who benefited from this program will have to face their responsibilities so that future students can still benefit from this service.

Oh wow I am surprised that there is this scandal existing in the program. I thought this was a good program but I think now they are facing this problem of not getting paid by their beneficiaries. There must be something wrong with the program somewhere. Maybe there is no mechanism in the agreement on how the student will pay them back and how the program will keep track on their students who finish schooling so they can monitor how they will be repaid back. Oh well I guess the students graduated from this program should try to make effort in paying back since they agreed to this arrangement.

I don't know how they can get better jobs, which actually depends on the course they are taking. i hope it's a good one for them.I didn't realize that we have this program. i think it's good for us knowing that we can actually have a student loan to study for free. but you need to study a course that has a huge demand on the market

Yeah I also am not aware there is this scheme back then. I think there should be provision in the loan contract that the student should serve the government service first right after graduation so he can pay back his/her loan. Like for example if she is taking up nursing then she should serve the government by working there for the period to pay for her loan and when she is done then she can go. Or better yet, just provide scholarships to deserving students so that there would be no more running after them after graduation.

i think there are also the scholarship where they will have to work for the government. i just don't know what kind it is.

Hello there! I didn't know that there was such happening. If this is really true, those beneficiaries should at least show that they are grateful to the government. I was a scholar before and my co-scholars and I helped the community. I hope those beneficiaries would pay as they ought to do.

Well.. it should be human nature.. to give back whatever you can as giving thanks. It's just sad that people would sometimes overlook those. Anyway, we can't do anything about them. I just hope these guys would learn their lesson (not in a hard way).

Well, i think that the government should really do this. After all, those who have taken the program that there is an obligation to pay after. I also hope that with such program many were benefited and there are really students who are taken the program. I believe that you agree with me that corruption is rampant in our county. Who knows if the money was really spent for the students? So with these move, then we will be able to find it that there are really those people who were benefited and if there are, then they must of course settle their obligation.

i think there's a contract signed by the student and the government. so they really have to fulfill the clauses of the contract or the force of the law will com after them.

hi, that program study now and pay later is a really food program for those student who really wanted to graduate and finish there studies,but they can not avoid student to use it and take for advantage to borrow,i didn't experience to have that program.

I think the program will benefit the students who has no money but are intelligent enough to take the risk. Those students take the loan from the banks or any other sources which they have to pay later. So if govt took the initiative to give the hand to them then it is a good start. I am sad to know that people after getting the education are not able to pay.

yes, and borrowing from banks has high interest. so if the government ends money tot these students, i really thin it's a great help to their families.

This is the first time i have heard about this program by our government. Knowing that the government is after those students who weren't able to settle their obligations, i'm thinking now about where the students are now. What are they doing, and what are they're respective jobs are? This is because even if the government tracks them and asks for their "debt" to the government, these beneficiaries still can't pay if they are not yet stable or they haven't found a job yet. I think it would be best if the government would just leave them be because it would still be an advantage for the Gov. for this may bring more taxes.

that's actually the problem. even college graduates really find it hard to look for stable jobs. i wish the government could also do something about it.

I heard about this "Study Now, Pay Later" program of the government... and it is sad that others tend to abuse such a program that would sure be beneficial to those who really want to study but cannot afford to... i hope the NBI will eventually catch them...

Yes...definitely they have to pay back...they have to return what the government has given to them in that way, future students can also benefit with the program and that it will not be stop.

i agree with you. i really think this is a great program of the government and if the government doesn't get back their investment, they will have to stop the program and deserving students wouldn't have the chance to go to school.

Hello Iluvusabado, is there such thing as study now, pay later program, i thought it's only working in the United States?you know it became a failure in the US because of lack of jobs. I don't know about this, seemed like future voters for the next president, or senator. this program is so new in this country of ours.

i really don't know when it started. actually i'm not aware that this existed. all i know is the DOST scholarship where recipients will also have to pay back the government.

I heard that news last 8 months ago I think, If I am not mistaken. That news was just a plan but I'm happy that it is implemented now. There is such an enormous hope to those delinquent students that who wants and willing to pursue their education despite that they are behind. Great information. :)

Thanks a lot for sharing this topic. I didn't know that there is this kind of program here in our country. I agree with what you had said that the beneficiaries of this program who had graduated should pay back so that future kids will benefit them. There are so many kids who wants to study but lacks the money. Lucky are those who had acquired these because not so many can benefit this. My son is in his fourth year highschool now and I wish to find a scholarship for him to help me pay in his college/university. I hope with that kind of news, the people concern will go to the CHED and pay. It would be embarassing if they will be denied the NBI clearance or some other government documents

actually i don't also know that this program exists if i haven't read the article on a newspaper. regarding a scholarship for your son, have you tried inquiring about the SM Foundation scholarship and DOST?

hello iluvusabado, as the name of the program implies it is really simply to understand. I wonder what happened to those student who have loaned this kind of benefit. well they have to pay their responsibility since the program really helped them to study they should pay back.

This is the same under the time of former Macapagal Arroyo and the problem still do exist even in other countries including the US. DepEd said, student loan programs presently in use in the Philippines have a dismal repayment rate of 0%, although the rate has recently improved to 4%. DepEd, must craft and implement a better student loan program “with a repayment scheme that is both efficient and workable whereby students would not be saddled by payment obligations long after graduation.” Students who graduated from this program must take the gratitude and responsibility to repay their loan to insure the continuity of the program in helping more poor deserving students.
