How to know when PTC turn a scam?

I believe most of you already know about PTC-Investigation. The place to know whether PTC legit or scam. But how if they didn't made a review about the site that you have work with?

I work mostly at the well known legit sites. As for the new ones, I only work at them when I exchange links with a friend. That way I will get something out of it anyway. When the site changes its rules or stops paying soon, I don`t like it anymore. Most of the times it turns into a scam site.
