Huxley wrote his novel back in Italy. It was a dictatorial regime back then with Mussolini's rule. of course, as Huxley claimed, he got his first influence from H. G. Wells. However, considering the atmosphere he lived in and the fact that this was a dystopian novel make anyone believe the influence was from the settings in Italy and even from Zamyatin's novel "We." "We" was written in the twenties. This was a Russian author who, of course, had his influence directly from what was going on in his background-country.
Of course, the visit of the Imperial Chemical Industries has contributed to his overall idea of what was supposed to be the whole control issues of what kinds of people and for what purpose would be born and stuff like that. The technological advances happening in the 20th century at a frightening rate definitely gave an idea to the author about all the possible and unpredictable outcomes that were not necessarily beneficial, but could be used for real control.
Out of many different historical concepts that have made Huxley think about the book that turned into a dystopian masterpiece are the following: Industrial Revolution, Mass Production, Russian Revolution, First World War, Americanization, etc.

Which book are you talking about here? I don't see any mention of the title.
