First things first. You can go to your local music store and buy a beginner's Strat Pack for about $250. I think an acoustic would suit you best for a couple of reasons. It's not as loud as an electric guitar setup, a decent acoustic should cost less then a decent electric setup, and they usually have thicker strings so it will build strength and endurance in your fingers. Secondly, to go above and beyond your question, you should eventually get a metronome to help you play on time better assuming you want to join a band someday or be a good guitarist. Any other questions, just send me a message.

It really would depend on what tyoe of music you are wanting to play. Electric guitars are easier to play because they have thinner strings; but an acoustic will help you build stronger fingers. You can always string an acoustic with electric strings, but your 4th (d) string will sound slightly out of tune.
