A cousin of mine found a job in California, San Jose. He will be moving on next month, and he is preparing for it now. Some people who came to Atlanta told us that, once he move to California, there is a high possibility that he has to take the driving test over again, is that a truth? But I was a bit confused here, because last year on November, I took a trip with my friend to San Diego, California, and we also have a rental car, all I need just show them a driver's license and I was allowed to drive around. Could that be a mistake? Someone who move to California from other state can give my cousin an advice?

Yes, maybe but not a license driving test is a routine requirement to be sue that a person has still the capability to drive as as stated on the Driver licensed. Nothing to worry he is a driver and he will make it, it will not take him soo long.

If you MOVE permanently to some states, you do have to take the driving test over. There are some states in this country that do not have very comprehensive testing, so it is important in states where the traffic is very heavy and there are freeways, that people know the rules of the road...
They cannot make short term visitors get licenses as they have to turn in their old license to get the new states license.
