Hi, Its not possible. The only time a PC component get to the water is when we wash the mainboard for dust and grit for that once in a lifetime servicing to get it running again. I prefer a waterproof laptop that I can bring down SCUBA diving to 80 feet for an hour, it would be great aid in my fish identification when doing fish visual census on underwater reefs.

"Washing down the mainboard" is the last procedure in an unresponsive system unit. The procedure starts with disconnecting everything on the board, HDD, CPU, battery, including wires on the back and front panel. It is then taken out of the chassis and immersed in water containing pure water and soap. The objective is to wash away the grimes and dirt that has accumulated through the years and establishing good contacts with the peripherals by carefully brushing all areas front and back. The mainboard is then dried out in direct sunlight before reassembling the parts. I have revived lots of system units this way.

That computer in your picture was made by a company called Puget Systems. It's actually not waterproof... they're just using regular PC components submerged in an aquarium full of mineral oil. They sell the kit on their website with the aquarium and all of the hardware to mount the PC components for about $600. You'd have to buy all of the computer components separately, so the cost would depend on what motherboard, power supply, RAM, and so on you decided to put into it. It's a really neat idea, but I don't think I'd try it. I like being able to move my tower without draining it, and not have to worry about making a huge oily mess when I upgrade components!

My be you are talking of someting known as liquid cooling system where you use water to cool your system devices to keep it running go hard for long. ASUS provide such system, well they are costly for buyers and those who can afford can buy, well I cant buy such stuff.
