i am tired of hearing this little punk cry about loseing his belt when he cheated to keep it for as long as he did! but he still comes out mouthing every time some body needs to break his jaw for him so he dont open it again!

I'll tell you why, first of all it is scripted so what he said is more like an acting.
Another reason why he talks because as much as WWE does not want to admit it, he is the best mic talker today. He is better than Cena and he is better than the current The Rock (not the attitude era The Rock).
CM Punk is entertaining in both the ring and also with the mic.

The Rock is kinda Rusty but he is getting better every week so by the time wrestlemania season reaches its climax you might the attitude era Rock.

When i see Punk making a promo without knocking off the fourth wall or breaking the glass ceiling, i will then agree he is the best guy with mic.
untill then he is just another indie guy.

this is scripted, he is just playing his role as the villain, if he and Cena will fight in real life, he can beat him as he have superior skills over that overrated mess with only 5 moves on his portfolio.I dont even think the Rock can beat him n real life neither as The rock is currently living the Hollywood life, he is too pampered in the last decade.
