Dissaproved by Google Adsense

I have a 2 years blog, which the blog has an average of visitors of 25 visitors per day. I applied for adsense, and I am really sure that my blog content is qualified and the navigation is pretty good. But, when I applied to adsense I got my application dissolved. Can I apply for adsense with the same email later? Is anyone can help me how to get approved by google adsense?
