Who is responsible for the attitude of children

Here in my city two school going students of 15 years old damage Abdomen another student with pencil box. Now condition of injured boy is serious. Who is responsible for the attitude of children? http://www.bhaskar.com/article/RAJ-GANG-c-194-91193-NOR.html

It partly depends on the age but I believe society is. Society puts a lot of pressure on children and if they do not fit in they will be abandoned by life. Today it was in our news way more children are bullied as years ago but even people ever would admit. Many of them are bullied daily! We all talk about it but we do not change anyting about it. How come children are not allowed to be children anymore? Why all this pressure to be the number one, better, never being satisfied (parents, teachters, etc) how come it's not allowd just to be a child, to be happy. Why we all want them to be in this never ending competition that leads to nowhere.

That just goes to show what kind of a family that child has,because a child learns his lessons at home before anything else.His parents are his first teacher,that is why his attitudes are learn from what his parents are showing to the children. The second home of children is their school,to learn good etiquette and good moral characters.The children are also taught how to deal with other people in a proper way.Children should never be taught bad and cruel manners especially at home, because they would surely copy it from the elders.They should be taught good manners and right conduct.The neighborhood also has the duty to teach each citizens to have good attitudes.The authorities are just providing guidance how to deal with all citizens,especially the children in the community.
