Malaysian conflict with alleged Sultan of Sulu, Philippines

There is a current conflict on going on the Southern part of the Philippines wherein the alleged of Sulu is claiming the right over the Islands of SABAH of Mayasia. Allegedly the Island was awarded to the Sultant of Sulu somewhere around years 1717, and for that the Sultant of SULU claimed what they called soveriegn right. Many President have past on previous years including then Dictator Ferdinand Marcos who waived the claim over Sabah on year around 1973 as mentioned on his speech on that year. Now the map of the Philippines as can be seen never included SABAH as part of their Archepelago. Allegedly as year passed there was a referendum held at SABAH and the majority of the people residing on that Island elected to be part of Malaysia and from that long years the alleged Sultan remain quite and did nothing of their claims. This year people of the Philippines specially the Northern part was sudden to hear that and alleged Royal Army of the sultant of Sulu attacked if not invaded Sabah for reason they are invoking their soveriegn right. Now few people of the Philippines are blaming the President of the Republuc for alleged doing nothing. The Philippine Government have their own framework and Constitution to follow that even those people in Sulu must to follow. Aleegedly there was no consultation from the Office of the Prsesident on acts persuaded by the Sultan of Sulu. Is the act of the Sultant of Sulu legal or illegal ? Do he have the authority to maintained a Royal Army in addition to the Philippine Army. If we put ouselves as a Malaysian Government are we not insulted for that sudden show of power by the Sultant of Sulu. I we also invert the situation if on that year 1717 if the the Sulatanate of elect to stay and Lived in Sabah and suddenly attack Sulu on ground that it belong to them will the Philippine Government will not react as what Malaysian Government do. Since the Sultan of acted on his own is he not guilty of criminal act of dragging two nations to war.
