How to cahnge Ethiopian birr( official currency of ethiopia ) to USD?

Hi all, I just want to exchange Ethiopian birr( ETB) to USD because the National Bank of Ethiopia has run out of foreign exchange that I am unable to get dollars to import items.So is there any online banks or something like that which can exchange ETB to USD? Or if i can send the Ethiopian Birr to someone else living abroad, is there any international bank or travel agent which can exchange ETB to USD and to send it to me back?
