There are 100 cents in a dollar. Strictly speaking, 0.001 cent is one thousandth (1/1000) of a cent and therefore 1/100,000 of a dollar or $0.00001. You have to be aware, however, that MANY people (even including some Americans) often write such figures incorrectly. If you have seen it written somewhere, what the person MAY have meant to say was $0.001, or 1/10 of a cent.
