Hi Nihal, I think you are new to paypal so I suggest you to be patient. PayPal asks to provide PAN CARD Number when registering an Indian PayPal account irrespective of what you will be using your account for. So, you MUST use your own PAN CARD Number to register in PayPal's Indian account.It is one of the strict requirements. And it's very easy to apply for a PAN these days. See here and fill up form 49 A and within 15 days, you will have it all ready. The link to PAN Application is:

yes i too agree with you,without pancard it dont allows you to register in paypal.i have created paypal id in my 10+2 after two years my account went to limited access because of pancard.i have updated pancard recently in paypal.
