A much under rated source for free plants to start a vegetable garden is actually a compost pile. I discovered this this year after finding a total of two tomato plants, two potato plants, some oregano, sage, a green bean stalk and some thyme in the compost piles at our community garden. Read more:

That is a great idea. Another thing I like to do is when I buy fruits and veggies at the store, I save the seeds. I save shoots off of potatoes and onions. Then anything I use to cook with out of the garden, I save the seeds. That way at the start of spring next year I got plenty of starter shoots or seeds.
