Promoting my Website

I have a website which was created in 2000...
Being short on funds, I got the site done through a friend. Never been able to promote the site for the same reason. Now that more than a decade has elapsed, appreciate advice on how best I can promote the site.

1, promote it to your family and friend. It is very easy to do that.
2 Add your site on your email signature, forum signature, on all your social network profile
3 post to all your social network, add it to social bookmark.
4 SEO both on page and off page.
5 do some keyword research to find keyword which is popular and relevant to your site. Write article base on that keywords.

Yes, I have done all what you said. Only SEO not done yet, because it is Money, and I have none of it now.Being retired, I thought this would fetch me returns post retirement. That's why I ask where have I gone wrong.
