If it never received another gift it could probably fund itself indefinitely off the financial returns to its wealth.

The sentence appears to refer to a charitable body (or something similar), hence the neutral pronoun 'It' is used. The statement argues that the [charitable body] has enough wealth/capital such that the interest from investing it - 'financial returns' - would be enough to cover its running costs for ever (or for an indefinite period).

"Off" is a preposition, but it can also mean "against." Example: "To go off road" or "to go off the grid." These are only a few examples.
