If you want to move to an english speaking country..part of the application to do so, should be to learn english before you are accepted as a resident.

I think the entire application should be in English and you should have to be able to read and complete it on your own without a translator. Same thing for drivers licenses. How can drive in a place where all of the signs are in Engligh if you can not speak or read the language?
