Why can one offend a Christian but not a Muslim?

Isn't offending each other part of democracy? I mean, the majority will always offend the minority, therefore I feel like it is a normal principle in democracy... Please understand I do not want to provoke, I simply want to understand

"Minority obey Majority" is a kind of power. Each kind of power requires restriction. We should develop a rational system first. Majority can only offend minority when its behavior don't violate the system. In Oxford Advanced Learner's English-Chinese Dictionary page 531 democracy 1? / 2? / 3?[u] fair and equal treatment of everyone in an organization, etc., and their right to take part in making decisions: the fight for justice and democracy. As is shown in the dictionary, "democracy" includes "everyone's benefits“. I am Chinese and new here. My English is not well. Please understand.

It may be normal by many people's standards, but in truth it is neither normal or a part of a democracy. Your thinking implies that those that have may always take advantage of those who do not.
