Can you shine your boots only with water?

I've seen this question somewhere else but was not convinced by the answers there. SO thought of posting it here. Can anyone specify it here.?
Also, if it applies to boots, then it can also apply to belts as well. Has anyone any experiecnce about this?

I think, you need to apply a bit of cream or polish at the first instance, before using water to shine your boots. When you put some water drops on your leather shoe, rub it with a soft cloth back and forth, it will give you a good shine.
