In the U.S.A, the District of Columbia is the only part of the U.S. that doesn't get Congressional Representatives that can vote. The residents are still subject to taxation without representation. It's a mess! The area is where the Federal Government operates. Here are my thoughts on the issue.
The statehood issue should be dismissed, as the seat of the Federal Government must not be part of a state. It can not have elected State officals controlling it. Okay, the District can't be a state.
In England, Crown land (also royal domain or demesne) is an area belonging to the monarch ("the Crown"), the equivalent of an entailed estate that passed with the monarchy and could not be alienated from it. Today, in Commonwealth realms such as Canada and Australia, the term is used to refer to public land.
Perhaps the District of Columbia could be considered the "Capital Demesne". (Capital Land would NEVER sound right-sounds like an amusement park!) By definition, a Demesne is a "possession of real property in one's own right." This term would allow it to be independent of any state control. The "Capital Demesne" or whatever term is used, would form it's own government, to be elected by it's residents and be entitled to two U.S. Senators and the number of Representatives of the U. S. House would be based on population much like a state does. Political parties could nominate their chosen candidate and the residents would make the final choice in the general election. Each party would have an equal opportunty to convince the residents to select their candidate. Then, and only then, would All Americans have the representation (with full privileges to which they have been entitled.
