I'm new - could anybody explain 'suggestions' to me please?

Hi, I've only been here a few days and I'm still learning the ropes. Can somebody explain to me what the 'Suggestions' I see in the panel at the left of the page are? Are these posts that the site THINKS I will be interested in or is somebody I'm following suggesting them to me?
Can you help?

i disliked this function 't first, coz i'd already read 'em mostly. then 's i'd not the time to be on so oft, it came in handy 'n i've come to embrace it. mr. @PhredWreck told'ja true.
