Can you be forced to leave your child back?

I'm not up on the rules, but I have heard this happening in some districts. It must be awful for a child to be pushed forward and to always feel they'll never catch up with their peers. Sometimes repeating a year can give a child the extra time he or she needs to get a firm foundation on which to base future learning. There are also kids who are less mature socially and could benefit from being with a younger class. In reality, these decisions should be made by the teacher and parents together.
