Can not get blue tooth to work from any phone

I can not get blue tooth to work from any phone. OK what am I doing ? I am trying to get photo from two phones on to my laptop but for some reason the laptop will not let me get the photo on. I all so try with usb card to . I need to do other factory reset with my lg so it will work right the memory fill up fast worst phone I ever had. The thing did not even come with a sim card I had take a card out of a very old phone. But I need to get those photo off so I can have a good start again OK that it for now.
