What solution for beggars?

every country there must be a beggar . if you have doubts about or you have irritated see where the beggars in various corners of the city? we find the middle road with a proposal how to make shelter beggars who later there they were taught how to earn a living other than begging. what do you all ?

hmmm there are people who are in the cycle of poverty all over the world. I'm not sure of the solution although it breaks my heart

We have lots of beggars here. We have them in town and other parts of Jerusalem.

better to create working opportunity to them and teach them how begging affect them
