When workers expect higher pay and the bosses expect worsening economy

Sometimes the expectation of the workers and the perspective of bosses differ very much.
There are surveys indicating that the working adults in my country expect higher pay in this year.
There are surveys that indicate bosses expect worsening economic situation due to the slowdown in China’s economy, and the uncertain recovery of US economy.
Perhaps the workers and bosses in China are facing the same issue.
The workers in China have proven their ability to demand for 20% to 30% annual increment.
The bosses at the same time realize that orders for the products are not as good as before, and they are expecting worse to come.
I wonder why the labor force and employers has such differences in expectation.

It's true that all countries are having to deal with the economy and its downsides.

Here the employment costs higher and higher. It is strange that it seems the economy doesn't go well, but it is still harder to employ people. Although some companies offer higher salaries, but it is still hard to find right people. Or maybe I shall say that the new generation has expected so much and they are unwilling to do some hard jobs?
