Derived from the word wave and so from there you can try to deduce the meaning

I still confused , WAVY means "Well dressed" or "Very nice" . In that sentence means " nice " / "good" , is it right ?

The word refers to drifting up and down as a wave does on the ocean. In this particular case it is not used as normal, but more as a slang term to describe feeling in a dreamlike state.
