How sad to hear another story where some unstable person decides to harm and kill people just going about life. So far the "news" is sketchy but a few things are clear. A 20 something driver went up on the sidewalk not just once but apparently went back to harm more people. I can't even fathom the female driver had an infant with her. Is there a murderous streak in the country or are these unstable people just flying under the radar? Seems to me that like San Bernardino it will develop that someone knew or suspected this woman had problems. In a world where most everyone is glued to a phone, tablet or computer, why do people not report odd behavior or suspicious people? I bet law enforcement would prefer a dozen "false alarms" over dozens of deaths or maimings. We need to really start practicing "if you see something...say something". If even one life is spared it will be well worth it.
