If you spend any amount of time at Neopets chances are you have hit "The Igloo" at least a few times. It's a place where Mika and Carassa sell their wares at greatly discounted prices. To make the most of the portal you need to know the normal selling price of something (as well as the resale value). Books and food are generally a safe bet if you get there just as the igloo restocks; the more you know about the items that they sell there and what you can sell them for, the better chance you stand to make a profit.
There is a limit of ten items per day so you are going to want to be a little picky when it comes to buying things. I have seen regular Codestones there but no red ones and I have never seen paintbrushes or items sold in the Hidden Tower show up there.
The cost of the items sold there is less than what you would pay for them in a shop but that doesn't always mean that you are getting a stellar deal. An example of that is Red Blush; this sells in the Grooming Parlor for 100NP but you can get it for 20NP at the Igloo Garage Sale when they restock it but if you check players shops you'll see some as low as 1NP. If you don't know what the current selling price is on something you can have another window open to the Shop Wizard or the Trading Post.

Those are some good points and suggestions. I know that there are some people that really take the whole stock market and store options seriously. Personally, I think that it is really easy to earn Neopoints, so I am not that worried about possibly spending too much for something. Then again, I rarely buy anything anyway.
